He completed his undergraduate education at Marmara University Faculty of Law and his graduate education in the Public Law Master’s Program with thesis, within the Public Law Department of the Istanbul University Institute of Social Sciences. He also completed his doctoral education within the Public Law Department, specifically in the specialized field unit called the Mali Hukuk Doktora Programı (Financial Law Doctoral Program).
He earned the title of kamu hukuku doktoru (Doctor of Public Law) after completing his studies on “Doğrudan E-Ticarette Katma Değer Vergisinin Sınır Ötesi Uygulaması” (Cross-border Application of Value Added Tax in Direct E-Commerce) for his master's program, and “Ölçülülük İlkesi Bağlamında Gelir Teorileri” (Income Theories within the Context of the Principle of Proportionality) for his doctoral program.
He focuses his studies on the fields of vergi usul hukuku (tax procedural law), vergi ceza hukuku (tax criminal law), kamu icra hukuku (public enforcement law), vergi yargılama hukuku (tax litigation law), and the Turkish tax system, especially covering katma değer vergisi (Value Added Tax), gelir vergisi (Income Tax), and kurumlar vergisi (Corporate Tax). He has various academic publications in Turkish and English in these areas, including one single-authored book, one book chapter, one proceeding, one translation, and several peer-reviewed articles.
Having worked as a research assistant for over six years, Döner also practiced law as an lawyer for over two years. Döner is married for three years, has one child named Kerem Ali, and is an amateur neyzen (player of the ney, a Turkish reed flute).
