He was born in Manisa in 1951. He graduated from Denizli High School during the 1972-1973 academic year. He entered the İstanbul Üniversitesi Hukuk Fakültesi (Istanbul University Faculty of Law) in the same year and graduated during the 1976-1977 academic year.
In December 1977, he became an assistant at the Uluslararası Özel Hukuk Kürsüsü (Chair of Private International Law) at the Istanbul University Faculty of Law. On May 7, 1985, he received the title of “Hukuk Doktoru” (Doctor of Laws) with his thesis titled “Milletlerarası Ticari Tahkimde Esasa Uygulanacak Hukuk” (Applicable Law in International Commercial Arbitration). He completed his doctoral thesis on International Arbitration at the “Institute of Advanced Legal Studies” affiliated with the University of London.
At the Istanbul University Faculty of Law Uluslararası Özel Hukuk Ana Bilim Dalı (Private International Law Department), he became an Assistant Professor in 1987, an Associate professor in 1990, and a Professor in 1996.
He served for a long period as the Head of the Private International Law Department at the Istanbul University Faculty of Law and as the Director of the Milletlerarası Hukuk ve Milletlerarası Münasebetler Araştırma ve Uygulama Merkezi (International Law and International Relations Research and Application Center) affiliated with Istanbul University. Between 2002 and 2014, he served as a Member of the Board of Directors and the Executive Committee of THY (Turkish Airlines).
Prof. Şanlı has numerous published books, articles, and monographs on Private International Law subjects, especially in the field of “Uluslararası Tahkim” (International Arbitration). He has served as a lawyer, party-appointed arbitrator, or presiding arbitrator in many local and international arbitration cases.
Prof. Dr. Şanlı is a lawyer registered with the Istanbul Bar Association and is the founder of “ŞANLI Hukuk Bürosu” (ŞANLI Law Office). He retired from Istanbul University in 2017 and currently serves as a Faculty Member in the Private International Law Department at Istanbul 29 Mayıs University Faculty of Law. He is married and the father of four children.
