After completing her undergraduate education at Galatasaray Üniversitesi Hukuk Fakültesi (Galatasaray University Faculty of Law), Fatma Kuru started the Public Law master's program at the Marmara Üniversitesi Sosyal Bilimler Enstitüsü (Marmara University Institute of Social Sciences). She graduated with a thesis titled “İslâm-Osmanlı Hukuku'nda kitâbet (mükâtebe) akdi” (The Kitābah (Manumission Contract) in Islamic-Ottoman Law). She is currently continuing her doctoral program in public law at the same university and institute.
