Prof. Dr. Hüseyin Özcan was born in 1966 in the district of Türkeli, Sinop. He completed his primary and secondary education in his hometown, and his high school education at Istanbul Kabataş High School for Boys. He began his legal studies in 1984 and successfully completed his undergraduate degree, receiving his bachelor’s degree from Istanbul University Faculty of Law in 1988.
Prof. Dr. Özcan commenced his academic career in 1997 as an lecturer at the Erciyes University Faculty of Economics and Administrative Sciences. In 2000, he completed his doctoral studies at the University of Mannheim Faculty of Law in Germany. From 2001 to 2004, he served as Research Assistant Dr. at the Istanbul University Faculty of Law; he was appointed to the Assistant Professor position at the same faculty in 2004, and earned the title of Associate Professor in 2010. In 2019, he was appointed to the Anadolu University Faculty of Law with the title of Professor, and undertook the position of deanship at the same faculty. From 2021 to 2023, he served as the dean of the Atatürk University Faculty of Law, and between 2023 and 2024, he was a faculty member at the Turkish-German University Faculty of Law.
Between 2000 and 2007, Prof. Dr. Özcan conducted research at the Max-Planck-Institut für ausländisches öffentliches Recht und Völkerrecht (Max Planck Institute for Comparative Public Law and International Law) in Heidelberg, Germany, supported by scholarships from DAAD (German Academic Exchange Service), (Konrad Adenauer Foundation), and Max Planck. From 2014 to 2015, he carried out academic work as a visiting faculty member at the University of Missouri – Kansas City, supported by TÜBİTAK.
Currently, he continues his academic and administrative duties at our university’s Faculty of Law as the Head of the Public Law Department), (Head of the Constitutional Law Department, and a faculty member.
